It sort of was and sort of wasn't.
Prussia was kind of taboo in East Germany til the 60's.
Then there was a fever of nostalgia both in the East and West lasting into the 80's, whereas the East tried to capitalise on the fact it had access to all the Prussian heritage sites in Brandenburg. That's where the meme comes from.
