Notice how he said that to a gentile woman, who was a true believer in him and begging for help. Jesus said wasting his time helping her would be like taking food from a babe and tossing it to the dogs. He only acquiesced when the goy woman made a good point that loyal dogs deserve the scraps from their masters table.
