oh fuck, I decided to go for +3 and got a little lucky and got it with still 10m left, so I decided to try for +5, but then after getting it I realized that you actually need +6 for the final tech stat point. now I am down to only 5m money and 0 ex tickets left. hopefully this will give me enough power to complete all of the special ops missions at least.
