I'd just make the most of France a hell occupied zone. Maybe put a fortress city in Normandy so there can still be a French faction there sitting at Mont-Saint-Michel.
Iberia could be the host of a Christian and Muslim faction cosidering that Islam was still present during the crusades in Iberia. I think it is a better idea than just dumping a singular islamic faction in the middle east and being done with it.
