i haven't seen any combined development and scanning kits, they tend to keep those two things as a separate process. for development i just bit the bullet and got the patterson kit. a bit pricey for what you get but i didn't want to order everything piecemeal. For digitizing your negatives there are a lot of expensive pre-made options and i personally don't know too much about them, i just 3d printed a sturdy holder and use an old lightpad i had as the backlight.
