the scale is the problem, after all the old penn station was huge yet it was still consider a masterpiece, the issue is everything is too excessive, the walls are just a forest of corinthian columns, not only does this diminish their grandeur but the lack of any other orders or other hierarchical elements makes the building feel small. As for proportions, the arches are too big for the columns and again make them feel smaller than they should be perceived.
