Joseon was rigorously Confucian, how could under normal circumstances women expose their breasts in public even if it was to breastfeed the baby? they'd do it in somewhere private or quickly do it and cover themselves again. and in those photos none of them are even holding babies. women simply literally went around like that, clearly there were more reasons to this other than to feed newborns.
