I think you might be right in a sense. Only penises below 4 inches I've seen have been legitimate micropenises and it doesn't really seem fair to count them. It's like people being born crippled with stumpy ass limbs due dwarfism, a legitimate medical disorder and clearly abnormal. For normal people 6 inches is probably average and 5 is the smallest guy in the room.
