I know how jellyfin behaves
by default hw acceleration is off, meaning the cpu will do the job and usually it can do few streams unless you have absolute garbage
jellyfin just puts a real load on it and real power consumption while it transcodes
if you have igpu then you enable few settings and it uses igpu for the job which means it can plenty of concurrent streams without even looking like theres any load
