I don't know why it got started for Fates in particular, but E rank is trivial in Fates because
>E rank weapons are actually good and forgeable - arguably the best general purpose weapons in the game
>you only need to get up to C rank to access 95% of relevant weapons
>it only takes 20 battles to get out of E rank anyway - it can be done trivially in a single map
yet to this day, people screech about how awful the weapon rank grind is in Fates, presumably in some protracted game of internet telephone; when it's by far the most lenient game to grind ranks in the series, practically speaking
