Language isn't just words, it's words in the right combination, order, form, context... Memorizing the approximate English meaning of the most common is a good start, but you have to read/listen for many thousands of hours before you internalize everything else. Also, your math is a bit off, 1000 words is only enough to read an A1/2 graded reader, for B2 you'll want to have at least 5000 words if you want to have any chance at getting through everyday content without a dictionary. 10k for complete fluency is also probably pretty low, at least if you plan on reading novels and being able to discuss a variety of subjects (each domain can have its own set of common vocabulary that is "rare" globally).
