When the Sassanids kidnapped or captured people for settlement they usually encouraged them to marry Persian women so they would have a reason not to leave or act up and rewarded them for doing so like with tax breaks. Romans also did the same thing in the 9th century when a large group of Khurramites rebelled against the Arabs because they had been Zoroastrians and some had deviant Islamic beliefs, they were allowed to settle in Anatolia when they almost lost and were encouraged to marry local Roman women for the same reason the Sassanids used.
