Wisp and Harrow are from the past because they're both apart of the Dualism/Sol and Lua Faith, a faith which died out early in the Orokin era. They reference this in the Devil's Triad trailer. Proto Harrow's character description further goes into details about how he's seen visions of the future, which points to him being from the past.
