It isn't that easy. It's true that the refinement level (percentage of Pu-239) and contaminants differ somewhat in each country's fissile material, and some of this can be detected in the atmosphere, some of the time. But this is not a smoking gun, more like guesswork. These countries haven't conducted nuclear tests in over 20 years, and in that time they have surely made some new cores that couldn't be connected to the old tests.
