That's probably unnecessary tough. Apparently the awakening of Cthulhu is determined just by stars being right, meaning at least R'lyeh needs to be over the water.
The rest is the oniric interference that seems to work fine on humans.

What >>95845601 said. I would add that thematically it could be a tiny bit risky, the players could be laughing at it more than anything. Per se it's a pretty good idea, mind you, players tend to expect to be relatively at the best of their PCs abilities if they don't have anything wrong on their sheets.
