I pump 1* CEs to level 50 and then feed them to the target CE.
IIRC you need 8(?) level 50 CEs to reach level 100.

Halloween Princess is the closest thing at 50% Charge +20% NP damage, arguably the 50% Charge version of Heaven's Feel, but sadly it's split stats.
We still don't have a Black Grail version though (50% charge, high NP damage buff, HP demerit).
