How do you justify SKK acting like he doesn't want to fuck his Nikkes?

Can't they give him the excuse like, "I have to be professional at all times, too many factions and CG people are watching my every move for me to do something controversial like fuck my tools of war" or maybe he's afraid to go further with any because hes's entangled with so many he's gonna break 99 hearts and be on the receiving end of 99 scorned Nikkes?

This is the only reason I don't like harems because they all feel tenuous and surface level and there is never any depth. I want a lovey-dovey and emotional relationship but that can't happen with so many prospective romance choices. One of the few things I like about FGO is how they handle Valentine's Day with a small 1 on 1 event with each Servant.
