Stable Diffusion parses prompts in 'chunks' of 75 tokens.
BREAK fills the current chunk with filler/whitespace. The regional prompter extension also uses it to delineate regions.
I habitually use BREAK when I'm running out of space in my current chunk, just to avoid the risk of a longer tag getting split (which can make things get weird).
In my experience, it can also help when you need to separate two concepts into different chunks, but that's probably more of the 'placebo' part of the conversation.
