Ever since chinks figured out you can use the same base for joints etc and model only exterior, they have been making anime girls as well. Picrel is something I bought few months back for tests and to figure out how they are made. In fact, I'm planning to try the same with 3D printable Dummy13 model which has separate base and armor, so you can make action fig of anything as long as you can 3D model and have access to 3D printer.
