I think it's mostly her having self-image issues and she's not actually FAT fat, but more that her body shape isn't as slender as Sae's is for example. I'd go as far as to say that she's supposed to be that stereotypical girl that's always dieting and saying she's too fat even though she's perfectly normal, although maybe that stereotype is very old now by western standards. Then again Hidamari Sketch is getting old too.
