here is what would make Velkoz actually playable/good/meta(within reason)

>Tectonic Rift applies a tapering 80% slow on the second explosion
toss these changes in there so that Vel'Koz actually becomes consistent and always deals relevant damage it would give him direction in comparison to the other artillery mages
