No, on mission's release. I didn't have half of the hyperbuffers back then, jk.Neru wasn't even released and didn't use Mika. Everyone from this team is/was farmable except for Himari and even then Himari can be replaced for this mission with Kotama for longer, teamwide buff and Atsuko can be replaced with Serina. For missions, fes students aren't necessary, I'd even say that from time to time they can be a pain in the ass to use.
