I think there's a fair complaint you can make about the beginning of the fic setting up expectations and later pretending that it didn't. Like you say, it's a very nicely written SoL with great characters, but the heavy mystery is almost gone. I like good SoL in reasonable doses, so I enjoyed my time with this fic, but I'm not surprised it got so overlooked.

Hard to draw any definite conclusions, but I think it's just a magical dimension of sorts for dying/recently dead ponies? Like, a reality just barely connected to the world of the living, for souls who didn't completely let go. In Rose's case, that's because she wasn't quite dead yet (but almost), and in not!Pinkie's case, she was just holding on too strongly. I took her finally 'going to sleep' at the end to mean that she passed on from it to wherever dead ponies go. The 'other ponies' there I thought were just imprints of the world; parts of the scenery almost. That's why Rose and Mirror can't interact with them.

It really wasn't. That was what the fic was "about". But SoL is not a very satisfying answer to a lot of people.

She's a serial killer in this fic, yes. Unless Rose made it all up, which is, I guess, not strictly impossible.

Not all of them. Some served to expand and give more definition to the setting, and some others were just harmless worldbuilding.

Also fair, but if you don't do this, then the kirin run in circles around mud horses in a way that's just sad. To be desu, replacing earth ponies with kirin would be a major improvement, so maybe that's not so bad.
