targeted fanfares not triggering was only a thing for cards with effects that triggered fanfares, eg aether or loki. evolve effects that essentially say "repeat this fanfare" copy pasted the fanfare text to evolve, and this was the standard wording for every card that repeated its fanfare on evolve.
