Is there a single Vice Admiral that has the same potential as the pre timeskip 3 admirals? Smoker fell behind the Strawhats and just jobs occasionally. Garp and Tsuru are past their prime. The rest just seem like they're all weak as fuck compared to Kuzan/Akainu/Kizaru when they were still at that rank.
