Why did they put a Christian girls summer camp next to a river that periodically floods?

Why did they put the youngest girls in the cabin closest to the river?

Why did they not heed the flood warnings?

Nothing about this makes sense

This isn’t like the California wildfires; these girls are all Christian and innocent. God, being all powerful and all knowing, has the ability to prevent this kind of needless suffering. Meaning he had some vendetta here.
