Classic CIA sabotage tactic. Drown out meaningful discussion with inane nonsense so that the whole discussion becomes less palatable, and therefore less productive. The really interesting thing is that they're doing it by agreeing with the general tenor of the discussion in this instance. Usually it's a bunch of nonsense that was clearly generated by a bot. But in this case, it seems to be the prattle of one vain, self-important fool drowning out the rest of the discussion.
