That's one of my favorite quotes, but I've never connected it to Gohan before. Truly an excellent observation.
I was actually doing some self-studying yesterday in order to sharpen and exercise my mind, you know, keep it keen and analytical, and I came across a philosophy that seems to tie in with Gohan's reluctance to fight Cell. It's already been established that Gohan's character draws from contingent pacifism and conditional pacifism, but his unwillingness to kill even someone as evil and dangerous as Cell is clearly analogous to those who practice deontological pacifism, i.e. the complete refusal to kill any living being no matter the circumstance.
This is interesting because it highlights the flaws of pacifism as a general concept and a philosophy, and it added to Gohan's struggle and enriched his character when he was forced to discard this sort of pacifism. Not only did he eschew it, he completely switched into a warmonger mindset and was hell-bent on not only killing Cell, but inflicting as much pain and suffering as possible.
We, the audience, were able to identify with and experience Gohan's struggle by proxy because of the stringent adherence to notable philosophical codes and moralities woven into his character. It just goes to show how utterly breathtaking of a character Gohan is.
