Yeah, but they do expand it in the proper story. In 2.0 you could find documents about how the faith of the order of the deep was slowly changing over time, and you could also track the evolution of imperator statues slowly getting more fish elements the more intact the structures they are found (and the pure horse one healing you), so you could have guessed right there that leviathan was slowly becoming imperator, but if you missed it doesn't matter since everything that is really important to the story of the world will eventually be covered explicitly. So it's a mixed approach.
