Based on previous numbers it's not that much lower for fish products than the current US tariffs. It's almost as if that article might be a journo nigger being misleading.
Oh it's because they are, turns out, that the US buys the shrimp at a higher price point in the first place compared to China. Also, these Indonesian farmers don't even a market foothold in China yet.
Of course that could always change but I am guessing the reason China buys so little in the first place is due to domestic production.
