I wouldn't say unfinished, just unrefined. It's like they had a clear idea in mind, but couldn't figure out how to make it play out in a sensible enough fashion, hence why it feels like the group are just dicking around for most of the show. It's not at all helped that they literally found the guy in like the third episode, but didn't decide to follow through all because one guy said "lol, he's deaf" or whatever. They literally got hoodwinked by a fucking Looney Tunes "he went that'way" bit.
As I've said before, I think the first few episodes should have been about just forming the team and letting them build cohesion, THEN they get the Skinner mission for the last few episodes. That way, it doesn't feel like they're wasting time to run down the clock, and could have made the people who were trying to stop them feel more justified because this is the one mission the bad guys don't want to have uncovered. As it is, the assassin dude feels completely unnecessary, not at all helped by his backstory having Jack and Shit all to do with the main events.
Since we also learn that the gang were victims of the drug leak years prior, that alone would have made their formation as a team happening before Skinner's scheme work instead of "maybe if we get these idiots together, they'll somehow track down the man, I guess"
