As far as we know it's only sanctioned succubi/incubi and their followers that are legally allowed to go 'topside' apart from the demons that get summoned via ritual.

It's probably just the way Hellborn are. Heck Sinsmas seems to affirm the fact that they embrace the embodiment of whatever ring they happened to be born in.
I.e the common examples of
>Imps being Wrath
>Sharks seemingly being Greed.
>Succubi and Incubi being Lust
>Hounds being Gluttony
Course this doesn't seem to be a strict rule since worldbuilding and consistency is non-existent and we have the likes of Crimson and Wally.
