no clue desu but if I had to make a guess it's both because Spaniards have an incredible inferiority complex and people abroad have a big PIGS conception of Spain, which isn't too far from reality considering we got lobotomized and turned into a banana republic by the US, EU and socialism
We may have the population and the numbers on paper but we are a de-facto colony with no will or leadership of our own unlike France, the UK and Germany (even if they're subjects of the US and Israel, they still make moves that benefit their country over other EU members)

Nah I was joking, data protection laws here are pretty harsh so even if you go on funny websites they're not allowed to know. We're also allowed to be antisemitic, openly Nazi or deny the holocaust unlike other countries thanks to our constitution, but they passed hate crime laws which prevent you from openly discriminating or being hateful against protected minorities
