Because she never won IRL, the best she did was what, 15/16? Her early years could have made some people mad in how she was raised. Now just because she can't win doesn't mean it's all bad. Urara was a silly horse who didn't know she was supposed to race the others, she just ran. Later she became a mascot for safety. Now she is a horse who has lived for years beyond what others could think. My bet is that if she had been trained better then she could have won, but then she would have been forgettable. Nobody likes a sore loser but people do love a lovable loser. She isn't fast at running and in the anime she isn't even smart but people love no matter what.
