Literally how, he sounds like a good dad from what we've seen so far. Unless his [big crime] was some insanely fucked up shit then I highly doubt Toriel leaving him and getting kicked off the police force entirely was justified. Even when they open a dark fountain at the festival and Toby tries to make him seem villainous I guarantee he will still be a pretty good guy.
