Yes that's the point, her dev literally didn't want Nenio to be romanceable because she was just for him and all her narrative content is just her shitting on you. Then he makes a terrible set of companion quests for her that majority of people refuse to engage with. It's literally a case of a dev wanting to use his waifu but make sure she stays 'pure' and out of your narrative control to the maximum extent possible.
