No.
Hector, Eliwood, Seliph, and Manleth each got their legendaries a month and a half before CYL.

It'll probably be a new skill. Not an upgrade, but like an actually different skill.
As an example, Legendary Hector had a C-slot, while Brave Hector had an A-slot.
