Go to a flea market or donation store like Goodwill. A lot of times they will have a "untested, $5" Dell or HP laptop that's pretty dated. Just google the model number and check that it has a Core 2 era CPU. if it's a desktop it can be a complete shit one, you can get top of the line Core 2 Duo and swap it for like $20 off ebay.
The downside for some of those small form factor PCs is they only support low profile GPUs. If you want to make a "monster XP gaming build" for the time, you should build your own from sourcing parts. They are relatively cheap, even 980 Ti can be had for like $50-60.
For a case I went with the Fractal Pop Air because it has a CD-rom drive slot on the bottom. It's the only modern available ATX case I have found that has a 5.25" drive bay. I have an HP LightScribe drive that I use to make stuff like picrel.
