In another universe, crime is on the brink of annihilation as the criminals go through the 'Gimping' process. If a victim of a crime is not found or refuses to house a Gimp, then Citizens are recruited as 'Caretakers' until their sentence is served, however time can be added on for bad behavior or a Gimp can receive a life sentence.
