Not only does that not make any sense, it's not even correct either. When you buy something on Steam it just subtracts however much money you have in your Steam Wallet first then bills the rest to your credit card. The only time you actually fund your Wallet before making a purchase is if it's a micro-transaction or from the Marketplace, and it explicitly has a separate screen and purchase buttons for adding funds to your account and actually paying for the thing you wanted.
