Paramount got Tom Cruise, Tony Scott, Don Simpsons and Bruckheimer back with the idea of making hit as big as Top Gun, almost giving the production a blank check and getting Robert Towne to write it. Long story short it had a budget three times that of Top Guns and grossed less than half of what Top Gun did.
