It is technically in the Bible but not a major sin. More of a warning not to do something in excess. A $10 bet between friends? Fine. Risk all your savings that your family depends on? God will surely judge you for that. Every time you gamble a large amount is a step closer to Hell.

Governments can block some websites for things that are illegal in that country. Several did for porn. They just need the will and the technology if their request is denied by internet companies. Believe it or not but there are entire states and counties in America where gambling is banned. Some even ban online gambling even if other types of gambling is legal.
