From my experience, yes Archer does more damage than Saber (My case both at E0S0) but Archer does have better team mates (quantum team is cracked provided with decent damage outcome which Archer qualified) while saber only have Sunday and maybe Fofo. From my play testing Saber is more fun and satisfying to play thanks to the Skill and Ult spam + Action advance whereas Archer is little bit janky sometime duo to SP shortage and pure Single target damage since a lot of contents right now are Blast based
