That's what I'd lean more towards. The industry is largely unregulated as far as who, and how often different companies can seed. They're required to disclose what they're spraying, how much and the result of seeding. But competition over large swaths of farmland could certainly lead to hyperstimulation of clouds.
Company A sells their service's to Sneed. Company B sells their services next door to Chuck. Then you have a 100-year deluge that seemingly came out of nowhere.
