People only ship Aqua with Terra because he’s the only man other than Ven that she spends a significant amount of time interacting with. Their relationship is clearly more sibling-like in nature though.

I feel as though Aqua is very likely autistic and is so socially stunted that she has no experience with romance, which explains her flustered reaction to Zack hitting on her. Her entire life is basically being a keyblade wielder, so she’d be a very hard girl to court. Especially since she’s constantly on the road and rarely in one place for too long. I think if you travelled with her or otherwise saw her on a regular basis, you could win her over though.
