This. It's probably built in to the metrics on the app. Single reports may not rate but several in an area or several over a distance moving in a direction may trigger the alert, as credible. I'm sure there is some way it filters the noise out. Any trolling of the app needs to be coordinated and be several reports, hypothetically...to see how and what gets through and becomes a shared alert. It may just one report, one alert but that seems pretty dumb.
