Define smart because Frieza, Gohan, and Piccolo are shown to be smart. The difference is Freiza uses businessman lingo, Gohan uses picture perfect Japanese because he got homeschooled by his mom at the expense of social skills, Piccolo is hampered by his stilted speech patterns despite carrying 2/3rd of the plot.

The problem I have with Shikamaru is that he doesn't carry the plot.
