Two things that could be added onto this ruleset
>Deckbuilding restriction: Mandatory 5 Normal Monsters per deck.
>Deckbuilding restriction: Semi-limits as the standard so that you can't just shove 3 copies of key cards into your deck every game. Forbidden/Limited List includes a 3of section for cards that functionally need to be at 3 copies, like Blue-Eyes and Cyber Dragon.
Maybe just one of these two things
One thing I'd also change is making it so that the Deckmaster grants the effects and stat boost from the field or DMZ, just to make it a little more clear about how they function and that there is a quantifiable penalty for when it's destroyed/banished. It would also be a little more familiar since they'd more closely resemble a Skill from Speed Duel/Duel Links. Given that the Deckmaster Effects are to be applied generically to monsters, you could maybe make special sleeves with the effects printed on them.
For instance, with a WATER Deckmaster
Apply the following effects while this card is face-up on the field or in the Deckmaster Zone.
● Gains 300 ATK/DEF for each matching Type and Attribute among the monsters you control.
● Other WATER monsters gain 300 ATK/DEF.
● If a WATER monster you control would be targeted for an attack or by a card effect (Quick Effect): You can target 1 face-up monster you control; Change the target of that attack or card effect to the monster you targeted with this effect, also, flip the original target face-down. If you do not control "Umi", you can only use this Deckmaster Effect once per turn.
The original Deckmaster Effects are a little rough. They were designed to put the deckmaster effects on the normal monsters to simulate deckmaster effects, but this way would be a little more practical.
