They are trying to weasle out of what they did cause it's most likely highly illegal.
It's not even a matter of descrimination as American Jews would be just as entitled to FEMA money for a NYC disaster and should not be collectively punished if their new mayor decides to not purchase Israeli products.
Pretty sure playing any games with forcing compliance for disaster money is big illegal. It's not the same as when the federal government made the drinking age 21 or no highway money.
