this is what you asked. you didn't ask for "practical purposes" you asked if it was "hard restricted" and you was told no aside from one skill. you was also told it would be "less efficient". "significantly weaker" and "horribly gimped" is subjective. you can go on poe.ninja and see a particular build being played by 50% of one ascendancy and 50% of another ascendancy and then look at a different build and see the split be 99% one ascendancy and 1% another ascendancy, but the point is it's not "misleading" to give a specific answer to a specific question and a general answer to a general question.
